"EXECUTIVE ORDER 2023-003 - Order Freezing the Issuance of New Regulations and Requiring a Review of Existing Regulations by All Executive Branch Agencies, Departments, Boards and Commissions
As part of its report, every executive branch department, agency, board and commission shall provide a list of not less than ten (10) regulations recommended for removal, ranking them in descending order of priority.
Unless specifically exempt from this Executive Order as set forth in Section 5, no new regulations shall be proposed, approved or acted on by any executive branch agency, department, board or commission until such time as this Executive Order is rescinded."
"Nevada is open for business, and we’re keeping it that way.
We’ve already cut or streamlined more than 900 regulations. Now, I’m taking action to cut even more red tape while protecting Nevadans so we can focus on what matters: creating jobs, growing our economy, and making government more efficient.
Aaron Ford’s $18 billion agenda would take us backwards and bring the Newsom playbook to Nevada: high taxes, more regulations, and increased government bureaucracy."
"Nevada remains committed to being a constructive partner in efforts to ensure fiscal responsibility at the federal level..."
"Nevada stands strong with our federal partners and is committed to taking all actions necessary to crack down on Medicaid provider fraud."

"Attorney General Ford Files Legal Challenge to EPA’s Attacks on Affordable Clean Energy for Low-Income Households -
Today, Nevada Attorney General Aaron D. Ford announced that he has filed suit in the U.S. Court of Federal Claims to recover damages for the Environmental Protection Agency’s (EPA) unlawful breach of grant agreements executed under the Solar for All program, a $7 billion program that lowers energy costs and pollution by bringing solar energy to more than 900,000 households in low-income and disadvantaged communities across the country. The total grant awarded to Nevada Clean Energy Fund was $155,720,000, of which the federal government still owed over $150 million when President Trump illegally terminated the grant...
Congress created the Solar for All program in 2022 as part of the Inflation Reduction Act, directing the EPA to make competitive grants to states and other entities to deploy solar projects in low-income and disadvantaged areas."
"Today, Attorney General Aaron Ford joined a coalition of 16 attorneys general in suing the Trump administration in the U.S. District Court for Massachusetts over its unlawful attempt to disrupt grant funding issued by the National Institutes of Health (NIH). The lawsuit Request Document Remediation - lawsuit challenges the administration’s unreasonable and intentional delays in reviewing NIH grant applications, as well as its termination of hundreds of already-issued grants.
The complaint Request Document Remediation - complaint also alleges that NIH has recently terminated large swaths of already-issued grants for projects that are currently underway based on the projects’ perceived connection to 'DEI,' 'transgender issues,' 'vaccine hesitancy,' or another topic disfavored by the current administration."
"Today, Nevada Attorney General Aaron D. Ford, announced that he joined a multistate coalition in filing a lawsuit challenging an unlawful final rule promulgated by the U.S. Department of Health and Human Services (HHS) and Centers for Medicare & Medicaid Services (CMS) that would create significant barriers to obtaining healthcare under the Affordable Care Act (ACA)."
ACA coverage of gender-transition care (July 2025): Atty Gen. Ford sued to block an HHS/CMS rule that removes gender-transition care from the ACA's essential health benefits. That removal ends the requirement that marketplace plans cover it.

Ford was a primary sponsor of SB223 - Restricts certain state and local governmental agencies from performing certain actions relating to immigration enforcement.
Ford sued over federal funding conditions that would require states to “cooperate with federal immigration enforcement efforts.”
"Attorney General Aaron Ford Joins State and Local Officials Urging Congress to Pass Permanent Protection for Dreamers and TPS Holders - Nevada Attorney General Aaron Ford joined a coalition of more than 500 state and local elected officials urging Congress to pass permanent protection and a path to citizenship for Dreamers and Temporary Protected Status (TPS) holders. PARENTS' RIGHTS: Defer to Parents on Gender & Sexual Ideology
Government may not compel parents to adhere to a political ideology concerning sexuality & gender. Defer to parents on matters of sex & gender ideology.

The bill prohibits “classroom discussion about sexual orientation or gender identity in certain grade levels or in a specified manner.” “As governor, I will veto any bill that forces any ideology on our children,” Lombardo said. “I don’t believe in that. It’s bad policy and it’s political gamesmanship.”
Vetoed AB205 - proposed to change Nevada sex education classes from opt-in to opt-out. Parents in the Silver State today have to choose to enroll their children in sex ed. This bill would have made taking these classes standard, giving parents an option to opt-out. Lombardo vetoed the bill, saying it took power away from parents.

AB 348 (2017): voted YES. The bill would have changed Nevada's sex ed requirements. The current law requires parents to opt in before their children are allowed to be enrolled in the course. This bill would have required automatic enrollment of students in the course unless a parent affirmatively opted out.
"As AG, I am proud to defend the rights of all Nevadans -- from banning dangerous conversion therapy for minors, to protecting transgender Nevadans, to passing landmark anti-discrimination measures."
Voted YES on SB 201 - a ban on conversion therapy for minors.

Internal memo from AG Ford's office, months after taking office:
- "Presumptive bail requests for misdemeanors will be 'released on own recognizance' or unsecured bail, unless the crime involves child victims, elderly persons, violent or domestic violence or individuals with a flight risk. It also calls on DAGs to consider alternatives to pretrial incarceration, including house arrest, random drug testing, pretrial oversight and other diversion or specialty court programs
- Calls for adoption of 'an office-wide presumption' of not 'gratuitously' charging multiple felony crimes with mandatory prison sentences when one crime accounts for the event. This practice of "charge-stacking" has been criticized as allowing prosecutors to unfairly stack the deck against a defendant and get them to accept a plea deal.
- Diverting individuals who display 'credible evidence' of a substance abuse disorder, gambling addiction or other mental illness to 'evidence-based' treatment programs and away from incarceration for misdemeanors, nonviolent or low-level offenses.
- Encourages office to recommend sentences on the lower end of the sentencing range, probation in lieu of prison and three-year limits to probation in routine misdemeanor or felony cases not involving 'violence, crimes against vulnerable populations, crimes with a large community impact or those committed by repeat offenders.'
- 'Encourage judicial discretion' by leaving sentencing recommendations open in plea agreements when 'appropriate'
- Require attorney general approval prior to sentencing an individual as a habitual criminal or to charge minors in adult court
- Work with the state's Division of Parole and Probation to avoid recommending imprisonment for technical violations of parole or probation
Avoid recommending revoking probation 'when there is evidence of a person genuinely struggling with drug, alcohol or mental health treatment because the path to rehabilitation is rarely linear'
"It is clear simply incarcerating people will not keep Nevada safer and we must use the criminal justice system to rehabilitate offenders so they may rejoin society as productive members," the document states. "There is no justice without human dignity, fairness and equity; nor can justice exist in the absence of honest transactions between people in the marketplace, at work, or in caring for the most vulnerable among us."
The Office of the Attorney General sponsored both SB7 and SB8. SB7 increases penalties against those who solicit children for sex. It also expands statutory authority for law enforcement to conduct undercover operations against those seeking to solicit children.

"Today, Attorney General Aaron D. Ford joined a multistate coalition of 23 attorneys general in filing an amicus brief in the case of Adams v. School Board of St. Johns County in support of Drew Adams, a transgender male who was prohibited from using the boys’ bathroom at a school he attended in St. Johns County, Florida.
'Transgender Americans must not be discriminated against, and denying transgender students access to the correct bathroom is blatantly discriminatory, disrespectful and harmful,' said AG Ford. 'Intolerance has no place anywhere, especially in schools, where students must be treated with dignity and respect. Non-cisgender students must feel supported and included, and policies such as the one that affected Mr. Adams run directly counter to those principles.'"
Ford joined a coalition of 20 attorneys general in an amicus brief in a case (Soule v. Connecticut Association of Schools) in support of the ability of transgender students to participate in school sports
ELECTION SECURITY: Require Voter ID & Proof of Citizenship
Require voter ID & proof of citizenship to vote.
JOE LOMBARDOAGREEView sources (5)
"Voter ID is essential for ensuring election integrity, and it should be applied consistently across all voting methods."
Reporting on Senate Bill 405, a bill sponsored by Governor Lombardo's administration, stated that the proposal would: "Require proof of identification to vote in person or by mail"
“Because AB 499 would apply voter ID requirements unequally between in-person and mail ballot voters and fails to sufficiently guarantee ballot security, I cannot support it,”
"As part of his Election Integrity Reform Package, Joe will introduce legislation that requires an ID to vote. Joe will also eliminate ballot harvesting, end universal mail ballots, and create a bipartisan panel to oversee our election system. Voting is one of our most important and sacred rights. As governor, Joe will always work to make it easier to vote, but harder to cheat."

'High-risk protection orders provide hope for preventing tragedies before they happen,' said AG Ford. 'With proper training, law enforcement, court personnel and community members will be able to effectively and appropriately utilize these orders, while upholding both public safety and the protection of individual rights.'"

Lombardo's order calls for a "balanced approach" to power, specifying that Nevada's energy portfolio should draw upon renewable sources — solar, wind, geothermal and hydropower — as well as fossil fuels, such as natural gas, to power electric plants and for use in buildings. The portfolio, according to Lombardo's directive, could also include hydrogen and energy storage.
WHEREAS, safe, reliable, affordable and sustainable energy supplies are essential for the public welfare of the State of Nevada and are critical in supporting economic development and job growth;
"WHEREAS, the state has tremendous capacity to develop and employ electric projects to be a leader in clean energy development through abundant renewable energy sources including solar, geothermal and wind resources;
WHEREAS, affordable, safe and reliable energy and delivery systems are extremely important for Nevada homes and businesses as they provide essential services to Nevadans and for attracting new businesses and industries to Nevada;
WHEREAS, continued investment in Nevada-based energy projects is necessary in order to have a balanced energy portfolio that includes renewable energy resources, low-carbon resources, including natural gas, and the utilization of regional transmission and infrastructure to acquire energy resources is necessary to ensure safe, reliable and affordable delivery of energy statewide;
WHEREAS, with overwhelming bipartisan support in the legislature, the passage of Senate Bill 358 in the 2019 Nevada Legislative Session established a goal to achieve a 50 percent renewable energy portfolio (RPS) standard by 2030;
WHEREAS, in order to achieve the objectives of Senate Bill 358 (2019) while still maintaining adequate energy resources, Nevada must pursue a balanced approach to energy use and development by utilizing all available energy and storage resources, including natural gas, solar, geothermal, hydroelectric, wind, hydrogen, energy efficiency and energy storage projects;"
Executive Order 2023-007: This energy portfolio shall also advance sustainability and reliability by including solar, wind, geothermal, hydropower, natural gas (for both electric generation and direct use in homes and businesses), hydrogen, energy storage, and other resources needed to meet the vast energy demands in the state.

"In 2021, our office joined 14 other states + D.C. in adopting CA's Low Emission Vehicle standards and Zero Emission Vehicle Programs under the Clean Cars Nevada regulation, which stemmed from Gov. @SteveSisolak's 2019 executive order on climate change."
"Today, Nevada Attorney General Aaron D. Ford vowed to fight the Trump Administration’s unprecedented action to revoke California’s waiver to establish vehicle emissions standards for greenhouse gas emissions and standards to require manufacturers to sell zero emissions vehicles. These standards are vital to curbing emissions and addressing air quality issues and the climate crisis.
'My commitment to protect our families includes protecting our health and safety whenever possible,' said AG Ford. 'California's heightened vehicle emissions standards= have measurable benefits to our air quality and environment, and by revoking these emissions protections, the Trump Administration is not only harming Nevada, but our nation as a whole.'"
"Today, Attorney General Aaron D. Ford issued the following statement in support of the Environmental Protection Agency’s final rule restoring the right of California to set vehicle emissions standards that are more stringent than those at the national level, and states' ability to adopt California's standards. In September 2019, AG Ford joined a multistate lawsuit regarding the Trump Administration's unlawful revocation of California's vehicle emissions waiver.
'I am thrilled that the federal government has taken the right steps to protect our environment after the setbacks under the previous administration,' said AG Ford. 'I will continue to fight alongside our partners in other states to ensure we can implement the standards necessary to combat the climate crisis.'
AG Ford previously joined a coalition urging the National Highway Traffic Safety Administration to repeal the so-called 'Preemption Rule.' This rule, implemented by the Trump administration in 2019, purported to revoke the legal authority of California to set more stringent emissions rules and set zero-emission vehicle mandates."
